Tan-cheon Brook links the southeastern part of Seoul and southern part of Gyeonggi-do by waterway and bicycle
road. Garak Market, located at the waterfront of the Tan-cheon Brook, has extensive area of 500,000㎡. Considering its
location and huge size, the Garak Market has a great potential to suggest a methodology for the construction of an
efficient and environment-friendly large scale social infrastructure. In 1970s and 1980s, the surrounding of Garak
Market had been developed as apartment complexes. Accordingly, Garak Market became to be regarded as a
‘nimby facility’ and lost its justification in current location. However, various subsequent studies proved that other
